The only real reason to build an engine new from the ground up would be if their target platform is significantly different in architecture that requires a different approach in memory management, task scheduling etc or if their requirements change in such a way, that the current architecture can't support them (But you'd usually have a fairly general base in place nowadays from which you can have different mutations). It usually has a variety of subsystems, a task scheduler, a subsystem management system, game-scripting language interpreters or even garbage collection (for example in UE4) etc.Д®ngine names and versions are mostly a marketing tool nowadays. I remember reading that the current iteration of the Call of Duty engine still has some Quake 3 code left in it and that's a smart decision, if it works. And some code just doesn't change because it works (and more importantly, is well tested, documented and known) and the requirements didn't change (orthogonally). You can develop a more modern rendering subsystem and/or more modern physics subsystem etc. Engine versions have become meaningless as engines have become more modular in design. I don't have experience with their current iteration of their engine but a game engine isn't a monolithic thing anymore nowadays. Even core bugs, as hardcoded as they are, can be patched out and with these new games on the horizon, Bethesda can't permit in my eyes to keep these afloat on the new generation, as that would mean that even on these new technologies the engine cannot properly adapt to them. However, given the notorious nature of some proper engine bugs, Bethesda really needs to see if these can be patched up. So for Bethsoft to keep up with ducttaped Gamebryo is not shocking. Engine development, especially from scratch, takes more time as technology advances. Remedy is one exception with its Northlight tech, but Quantum Break also took 4-5 years to create. Meaning they always have a root engine from which they stem from. To have that again in a completely new engine would be a massive investment.ДЄnd to be fair, its a logical choice - Most engines these days are iterative. I mean, over the years Bethsoft has added a shit-ton of stuff on top of the base engine, stuff that generates the feel of the games it powers. It's a damn disgrace what Bethesda has become. Todd Howard will stand on the stage and lie through his teeth about features in the game and the gaming press will cheer him on as a hero. Mainly because there will be a whole new generation of preteens and teens who will love it, because they did not play Morrowind, Oblivion and Skyrim and thus don't have a frame of reference to see how little the franchise has evolved over the years. Their game will be clunky and dated and yet still sell millions and shoot to the top of Top 10 Must Play Games of All Time lists. They're refusing to do it because they know it doesn't matter. The combat won't have any weight to it and you won't 'feel' your character's presence in the world like you do in Dark Messiah or Kingdom Come Deliverance.Д«ethesda isn't refusing to create a new engine because theirs is good enough or they can get by with just upgrades. Mark my words, TESVI will be slightly upgraded Skyrim. I mean, come on, Skyrim was released 5 years after Dark Messiah of Might and Magic and the first-person gameplay is still nowhere near on the level of what Source allowed in the latter.

Nobody can tell me the stealth gameplay in TES games built on Gamebryo Creation Engine is acceptable in this day and age. Even in Fallout 4, stealth is pretty much just upgraded Morrowind stealth. Just look at the combat and stealth systems. Even with upgrades, the engine has limitations that you can't get around without switching to a new engine.
